A complete reinstallation of the db governer fixed the issue.
It has automatically updated the cpanel to 11.52.
It seems the problem was in some incompatibility of the mysql versions supported by the governor.

I have activated db governor on a new server yesterday and it is working according to the logs.
dbctl list command is working properly.

However, dbctl list-restricted is not working. It shows absolutely nothing:

[~]# dbctl list-restricted

It is clean server and Cloudlinux install with latest versions of all packages.
It was necessary to do the following to make it work:

/usr/share/lve/dbgovernor/db-select-mysql --mysql-version=mysql55
$ /usr/share/lve/dbgovernor/mysqlgovernor.py --install

I have executed cagefsctl --force-update.
I have restarted the db governor multiple times.
The restrict log is showing that users are successfully restricted but yet the command is not working.

Any ideas?
