Does mail usage count towards LVE limits?

We've got a number of hosting accounts on cPanel that are fairly basic WordPress websites but seem to be hitting their resource limits (below), they are using the cPanel account for the mail hosting also. My question is, does hosting mail on the server and the actions that go along with this (mail scanning, IMAP connections, receiving mail etc) count towards the below resource limits?

CPU 200%
PMEM 2G (high number of faults)
IO 8MB/s (high number of faults)
EP 60 (high number of fautls)
IOPS 8192
